At some point, Putin usually attends the Forum which is held at the exhibition grounds of Patriot Park in Moscow and at the Kubinka Air Base and Alabino military training grounds.. It will last the entire week. The Forum’s websites I’m unable to access as with Russia’s Ministry of Defense they’re censored here in the land of the First Amendment—Free Press, Free Speech, and Prison for Assange. However, there’s lots of English and Russian language media coverage along with the Forum’s VK website, which is in Russian. Sputnik and RT both have good recaps, although RT’s is in Russian . Putin did say some important things in his message that further proved Russia isn’t at all isolated as you’ll now read:

Over the years, the forum has rightfully earned high prestige and recognition, has become one of the largest world reviews of innovations and modern military products, a serious contribution to the development of military-technical cooperation and, in general, to the development of Russia's multifaceted relations with foreign countries.
And this time the participants and guests of the forum - representatives of delegations from many countries - will have an interesting, rich program.
At the stands, expositions, training grounds of the Patriot Park, one and a half thousand Russian enterprises presented more than twenty-eight and a half thousand modern samples military and dual-use products.
Russia is open to deepening equal technological partnership and military-technical cooperation with other countries, with all those who defend their national interests, their independent path of development and consider it fundamentally important to build together an equal, indivisible security system that would reliably protect each state.
We offer our partners a wide range of selection of modern weapons of almost all types and types. These include the latest systems control, intelligence, high-precision Weapons and robotics.
Particular attention at the forum sites is paid to the topic unmanned aerial vehicles. This direction is actively developing today both in the military and in the civilian sector. In fact, we are talking about creating a new independent knowledge-intensive and high-tech industry.
And, of course, we suggest paying attention to the innovative and civilian products of our defense industry enterprises. These are boats and helicopters, amphibians and drones for the widest possible application.
I would also like to note that this year's business programme of the forum, consisting of 250 events, is devoted to the issues of diversification of the military-industrial complex and development artificial intelligence technologies. Russia There is a lot to offer in these breakthrough, promising areas. From year to year, our market volume is growing products that use artificial intelligence technologies.
We are also pleased that more and more foreign military-industrial companies become participants of the forum. If last year it was exhibited 32 organizations have their products, then 82 are in this one.
We intend to work actively both in the format of the already established cooperation relations, and create new ones based on many years of successful experience of such a mutually beneficial partnership.
We propose to develop cooperation in a variety of areas, including training, training of foreign military personnel and improvement their qualifications, in carrying out joint command post and other exercises. And we hope that, as before, important agreements and export contracts will be signed on the sidelines of the forum.

Do note that the emphasized paragraph relates directly to Russia’s 2021 security proposals that centered on the principle of indivisible security which is also the foundation for the UN Charter and China’s Global Security Initiative. Imagine if that principle was universally understood and obeyed and what that would do to arms expositions like the one this article’s about.

No go, even using Mullvad VPN going through servers in Hong Kong and Hungary. Apparently it's locked out either against everyone outside of Russia and/or against anyone using a VPN, probably the latter.
