If I understand the Russian ministers' reports, Putin made health care in Russia free of charge, with the proviso that you have to get a yearly check-up by a doctor. So Russians flocked to doctors, it seems. Among the benefits was that they found diseases in the early stages, when they're easier to treat. So the Russian health initiative isn't just nice slogans, it has a powerful practical side as well. Brilliant, really.

I had thought I knew its workings, but now I’m uncertain. I really need to converse with several Russian ministers and learn primarily the education and healthcare systems.
Much of Russian slogans and policies remind me of the PRC. I know that Russia experienced a bad case of the neoliberal sickness after the dissolution of the Soviet Union, and she managed to recover. Yet, it is such a pernicious disease that it is always inserting itself in vulnerable countries, but except for a few strange neoliberal economic ideas of Elvira Nabiullina, Russia seems to throw off such depraved notions. Many Russians of leadership age grew up in the Soviet Union and I wonder if their initial communist education keeps them safe from infection.
Much of the Soviet system remains. Look at how planning is done and the target of goals. Occasionally, you’ll read praise for some aspect of the past system. The military system remains very Soviet as in state owned MIC, and the greatest industrial conglomerates are all owned by the people/state. It would be instructive to compare the balance sheets of the Russian and US governments. My guess is Russia has at least 10X more assets and next to no liabilities versus the US being $37 Trillion in the red.
