Then at the 2019 UNGA, Iran proposed its HOPE plan that's essentially a copy of Russia's previous proposal. If you compare HOPE with China's Global Security Initiative, you'll see many similarities, the key being the ability of the leading regional states to accomplish what the emphasized text says must be done--exclude negative external influence that harms regional interests. Ironically, Al-Aqsa Flood has given more impetus to that than what was happening the day prior.
