lavrov is a brilliant speaker, so very capable of laying russias viewpoint out so clearly and with a great degree of detail and insight... there is no one on the other side of his argument that can present anything that touches him! no one in the west can articulate the west's viewpoint and position here with this type of finesse.. they are incapable.. so they get the msm to harp on 24-7 about how crimea must be returned to ukraine, but not a word on kosovo and on and on the double speak, or omission of details goes... on the other hand we have lavrov who calls a spade a spade and sees clearly all that is at play... he's no fool, and yet the west does all it can to silence this alternative viewpoint to what is taking place on the world stage with regard to ukraine and much, much more.. thank god we have lavrov and you share his commentary when it becomes available..
I was interested in the words "... international law allows for the unilateral declaration of independence of part of the territory of a state, even without the consent of the central authorities." and immediately thought 'Scotland'. In every thing else james expressed for me.
Yes, thinking about it later I realised my comment was somewhat fatuous. The original reasoning revolved around the seeming requirement that Scotland 'needs' the permission of westminster pantomime to hold a referendum on the issue/option. It also facilitated the opportunity to comment on james' constructive contribution, which given your response and my confession, was all good as far as I,m concerned. Cheers ;o)

That's specifically when the central authorities don't govern in the interests of the people in said territory.
