Agreed, but there's logic to its existence as Lavrov's detailed. Stalin knew the West couldn't be trusted, and events would prove him correct. Three veto holders are Outlaws and by all rights shouldn't be UN members given their massive number of illegalities. As has been the case since the 1600s, enforcing International Law is the problem. France had the legal means to halt Hitler in the early 1930s but chose not to. That failure to enforce the law led directly to WW2, a crucial point all but ignored today.
